Farhad Said, 24, was arrested in Bankstown on Thursday morning and has been charged with conspiring to conduct an act in preparation for a terrorist act.
Seven other men are already in custody over the alleged plot, including outspoken extremist Sulayman Khalid and a 15-year-old boy from Georges Hall.
The plot, uncovered by the discovery of several handwritten notes in 2014, included partially formed plans to attack government buildings including the Garden Island Naval Base and Australian Federal Police headquarters.
It also made mention of launching "guerilla warfare" in the Blue Mountains.
Police will allege Mr Said took part in writing the documents, which were allegedly found in Khalid's home, along with the seven other men including Ibrahim Ghazzawy, 20, and brothers Jibryl and Mohamed Almaouie.
It has taken officers almost two years to analyse the documents and other evidence in order to charge Mr Said.
His lawyer Muhammad Tehseldar did not apply for bail in Central Local Court on Thursday and asked that his client not appear in court via an audio-visual link from Surry Hills police cells.
He is part of the wider group of Operation Appleby counter-terrorism targets but has not been charged with any offences in the past.
"Today's activities will bring the total number of people charged by the JCTT Sydney in relation to Operation Appleby to 15 since September 2014," a statement from the Australian Federal Police said.
