The EPA is the state government department tasked with getting the NSW drink container refund scheme up and running by July 1, and says it is still working on planning and legislation. A concerning feature of the scheme is that the intention, so far, is to have a limited number of depots. This may please big business, but is likely to have an adverse effect on business in towns that miss out.

A spokesman for Boomerang Alliance, acting as an adviser to the government and lobbying for the scheme for some time, used as an example, during an interview on ABC local radio: "Mittagong would get one, but Camden would probably miss out." I asked Premier Mike Baird, via a later segment on the above radio station, if he would guarantee each local government area would have the opportunity to start up a refund depot. He was non-committal.
