She is running for the Animal Justice Party.
Ms Keenan said she wanted to be a voice in state parliament "for all the voiceless."
"Animals need a voice in parliament. They are inextricably linked to the environment and both need as much support now as ever," she said.
"I want to be that voice and make the major parties stop paying lip-service to wildlife and the environment.
"I also have concerns about what is happening or not happening with the new hospital, rail services, local roads and very importantly - education for our children and I believe the parliament need to address these matters."
She said the Animal Justice Party's philosophy is based around the acronym K.E.R.N.
"This means - kindness, equality, rationality and non-violence," she said.
"This dictates our policy and position on all things."
Ms Keenan said NSW needs more wildlife corridors, less land clearing, and more wildlife protection along major roads.
"We need under-passes, over-passes and protection along the sides. This protects humans and cars as much as the animals," she said.
"We want to get hens out of battery cages. We want to stop lions and monkeys being used for entertainment in circuses - yes this still is legal in NSW."
Ms Keenan works at the Peanuts Funny Farm animal shelter and in aged-care.
"Peanuts Funny farm is a non-profit organisation and registered charity. Our mission is to bring together children and animals together to teach each other hope, loyalty and respect."
