The council will seek additional approval from the Office of Local Government to increase its borrowing limit by an extra $1.59 million.
The estimated cost of the replacement bridge is $1.93 million.
If a load limit is imposed on the Kangaroo Creek bridge, it will restrict access to the township of Bigga.
In addition, the assets and design team is analysing the traffic count, bus run, residents affected, alternative routes, cost of urgent repairs, capital replacement, and recommended 12-month repair costs of 12 timber bridges.
A document uploaded - and since removed - from the council website shows restrictions to load limits could be from two tonne up to 12 tonne.
The estimated time frame until these load limit restrictions are imposed is nine days.
Minister for Goulburn, Wendy Tuckerman, said it could not have come at a worse time.
"I have discussed this matter with the council and highlighted the absolute urgency to ensure that fodder and freight have access to properties," she said.
"The council has expedited investigations in to possible bypass solutions and repair, and I have offered to assist in any way I can to remedy those solutions or seek assistance from the state to fast track those investigations until repair of bridges is completed."
