The plans also include space to add a hydrotherapy pool later. Funds for the architectural plans will be made available shortly.
Councillor Paul Culhane said infrastructure renewal was critical. The upgrade would replace ageing equipment, reduce water waste and potential contamination of nearby waterways, he said.
Plans include: the outdoor pool reduced from 33 to 25 metres, and the depth reduced; a new indoor pool with entry ramp; new entrance and reception area; and new change rooms.
Changes to the pool's length and depth means its water can be heated for a longer swim season, and will make it a compliant length for swim club competitions.
However, "it doesn't cater for a hydrotherapy facility," Cr Culhane said. Financial restraints and not enough physiotherapists to use the facility were the main reasons, he said: "It might be different down the track, but I think it is too great a risk for us to be providing that sort of service."
Cr Ric Opie said the hydrotherapy plans should be included with the architectural. "It may well be another phase down the track," Cr Opie said.
However, councillors reverted to the decision to include space for it in the plans without a design.
Cr Ron Cummins proposed that $785,714 of proceeds from the sale of the Southern Phone Company shares be put towards the pool. The amendment did not pass.
There were also six recommendations for Gunning Swimming Pool, including an upgrade to the filtration system, removal of a low line fence, and a pool blanket.
