Mr Newton toured the site with Goulburn MP Wendy Tuckerman and Progress Association representative Dianne Layden on Monday.
The upgrades will include a third emergency department treatment space; a private procedure treatment area; and modern equipment and refurbishment.
... disruptions to the emergency department and different points of access should be expected during works.
"The roof has some hail damage and we will be replacing the whole roof," Mr Newton added. This would be funded by insurance; and it was expected that the works would begin within months, he said.
Minor disruptions to the emergency department and different points of access should be expected during works. However, emergency services including police and ambulance services will be notified.
"I'm very excited to see the $2.5 million upgrades in the [state] budget," Goulburn MP Wendy Tuckerman said, adding the hospital was an important part of local health services.
